Compliance Manager – Health & Safety and Estates
Federation Post Holder
Grade 8
52 week contract - 37 hours per week – Permanent Position
Salary- £33,782- £37,890 

Required to start – 1st March 2021 (or as soon as possible after this date) 

The three special schools have now federated and are progressing with their exciting journey. The appointed member of staff will be employed by the Western Learning Federation.

This is a unique role working across Riverbank, Ty Gwyn and Woodlands High Schools who form part of the Western Learning Federation. 

The above three schools support pupils aged 3-19 with Autism and/or profound and complex needs. We pride ourselves on our positive, inclusive and welcoming ethos. 

We are looking to appoint a person who has vision, who is strategic and can work with teams to develop the Western Learning Federation vision. We are looking for an innovative, creative, enthusiastic and dedicated individual who will support our three very special schools.

The person will be an experienced individual with a proven track record demonstrating experience of health and safety, compliance management, facilities management, estates management as well as leading on the strategic planning across the Federation as we strive to develop community use of our facilities in the evenings, weekends and school holiday periods. 

The successful candidate would have responsibility for ensuring compliance with Health and Safety regulations, compliance across estates management and lead our internal school panel meetings as well as supporting our sub-committees.

The post holder will work alongside each Senior Leadership Teams led by an Executive Head Teacher, Heads of Schools and Business Manager, communicate effectively with all stakeholders and liaise with external companies including Cardiff Council and the school’s Health and Safety Officer.

Education & Training

Essential:

  • NEBOSH Certificate in Health and Safety or
  • Degree or equivalent in Compliance Management across Health and Safety and/Estates Management
  • NCRQ Certificate

Desirable:

  • NEBOSH Diploma
  • Chartered Member of IOSH
  • NCRQ Diploma

Experience:

Essential:

  • Experience of working in an Education setting across Health and Safety
  • Experience of working across a compliance role
  • Experience of setting up new operating procedures
  • Experience of implementing polices
  • Experience of working within a school setting
  • Experience of managing school buildings.

Desirable:

  • Experience of working in auditing of departments across Health and Safety

Job Purpose:    

The post holder will support the Governing Body, Executive Head Teacher by managing the three school sites across the Western Learning Federation and having responsibility of the associated facilities. 

The post holder will manage all aspects of Health and Safety at the school, including leading an action plan and risk assessments, line management of the Estates Teams in order to ensure to all levels of statutory compliance and operational duties.

To develop an infrastructure across the Federation where the schools can be utilised by the community during evenings, weekends and school holiday periods.

The post holder will be a key role in providing quality assurance in relation to health and safety and estates responsibilities.  

Duties and Responsibilities

Job Specific
Operational

Manage the Health and Safety compliance across the Western Learning Federation.

Quality assure the completion of statutory and non-statutory works across our estates provision.

Manage the Estates Teams across the Western Learning Federation. 

Manage, Lead and develop the Health and Safety Action Plan.

Manage and lead the Health and Safety and Estates Panels.

Manage the auditing of estates departments maintenance, security and facilities systems on school sites and premises. 

Manage, develop and monitoring of premises services and supervision, training and appraisal of estates staff, and also cleaning staff and contractors where applicable.

Manage the operational use and compliance of school buildings during school holiday periods.

Manage and be responsible for the Live Monitor system across the Western Learning Federation.

Lead on the implantation of modernising our estates systems and setting up new operational procedures. 

Lead and provide quality assurance to all aspects across Estates and Health and Safety across the Federation. 

Operate as part of management team, panels and committee structures.

To develop and manage an asset management plan across the Federation.

To manage a maintenance plan across the Federation.

To manage and undertake termly risk assessments of school sites across the Federation.

To manage and develop infrastructure across the Federation to ensure schools are open and closed. 

To manage the implementation of all aspects of the Health and Safety Policy.

To ensure estates inventory is up to date.
